HR Officers at the CIA work at the corporate level supporting worldwide operations or in units charged with conducting and supporting worldwide intelligence activities.
HR Officers at the developmental level have a wide range of responsibilities and have the opportunity to serve in different offices within the HR occupation.
Below is a short list of the different types of functions within the HR occupation:
HR Officers Assigned to a Directorate – Provide routine human resource information and guidance to managers on HR policies and procedures, post internal vacancy notices, track applicants, prepare reports, maintain HR data and records, and participate in the recruitment, staffing evaluation and selection processes.
Payroll – Process employee pay and leave entitlements, calculate pay adjustments, review system-generated reports for errors and discrepancies, process tax withholding and banking instructions, and respond to employees inquires.
Benefits – Support the various benefits programs within the Agency such as Health, Dental, Vision, Thrift and Retirement by processing enrollments, handling inquiries and communicating with insurance carriers.
Contact Center – Provide front line responses to customer service requests received from Agency employees, by phone or email on a wide variety of HR-related services. The Contact Center representatives provide “one-call resolution” for employee questions and issues. Responsibilities include receiving customer requests for information and/or assistance, utilizing a research knowledge database for timely response to customer requests, and tracking customer requests.
Recruitment – Provide basic recruitment and processing information and guidance to applicants and Agency managers on hiring policies and procedures. Responsibilities include scheduling applicants for processing appointments, submitting and tracking travel requests for applicants, researching and troubleshooting applicant processing and travel issues, tracking applicants through the hiring process, preparing reports, and maintaining recruitment data and records.
Minimum Requirements: Bachelor's degree related to HR (e.g., Human Resources Management, Business Administration, Organizational Development, Psychology, Sociology). The successful applicant will have exceptionally strong customer service skills, the ability to manage competing priorities, communications skills (oral and written), and the ability to work effectively as a team player. Applicants should have the ability to use information technology tools, e.g., Excel, PowerPoint, and MS Word, and be willing to learn HR information systems and other related HR databases or software.
